Show/hide the unbilled hours panel

Hello.

If you use a 1024x768 resolution, the unbilled hours panel in the front page does not fit. It would be useful to have the ability, probably in the user preferences, to hide that panel if the user is not going to use it anyway.

I have committed the required changes as revision r943. A database upgrade is required (Menu: System/Database upgrade).

Let me know if you'd like to have specific other settings added. It is now easy to add new user settings; basically any sitewide setting can be overridden as a user setting. In most cases it will be enough to add the desired option(s) to the template user.tpl.html, no need to modify the code in htdocs/ or lib/.
