cannot delete expenses

Description

Once I have added an expense to a project, I cannot delete it anymore. There is no delete button, as there is with materials.

I'm using 4.0 (just upgrade today from 3.0a, I though this might solve it)

Expenses can now be deleted by a project manager, provided they are have not been billed yet.

I have committed the relevant code with changeset r914.
